- Slay them not That is, let them live their lives. The wicked
who do not repent will be ultimately be slain in the lake of fire re2010.
Cain was allowed to live partly so people could see the miserable life

13 - Consume The wicked will die the second death to show that their hearts will not change. When the city comes down re2101, they try to take it re2009. Then fire comes down and they are punished.
